A Memorandum of Understanding, signed in 2011 by the four initiating REACH partners (FAO, UNICEF, WFP, and WHO), established the agency’s goals, structure, governance, membership, representation, and the functions of the REACH Steering Committee.

The Steering Committee, composed of the Heads of Nutrition representing the four initiating partners, guides REACH’s operations at the Secretariat and country levels.  Its responsibilities, as established in the Memorandum, include:

  • the provision of global strategic direction and guidance,
  • the review and approval of REACH’s global annual work plan and budget,
  • resource mobilisation, issues pertaining to human resources, and administrative oversight of REACH’s engagement at the country level. 

The Committee meets once a month to review and approve key decisions concerning REACH’s global operations

At country level, the four UN agencies retain responsibility for administrative oversight of local REACH operations.
